PLEASE HELP paypal situation?

Ok i brought a phone on ebay and the description of the phone was so wrong.the person said it was 100% in working condition and no scratches.once the phone came it was total opposite.paint was coming off the phone it had deep scratches and scuffs and it doesn't get past the sidekick screen it just shuts off.so i opened a case with paypal and now on ebay its says THE PERSON IS NO LONGER REGISTERED TO EBAY.will i still be able to get my money back or have i just been scammed?
