How to properly paint fiberglass?

i got a go cart with a fiberglass body that has several scuff marks, a few rust spots, a the paint is fading. im not wanting to make it look all pretty and stylish just give it a good coat of black. but want to make sure i paint it right so it doesn't just chip off very easy.
