Touching another cars bumper parked across from you.. INSURANCE CLAIM?

Ignore her, she's just trying to get some money out of you. A picture of your bumper touching hers is not proof of damage or culpability. First, what damage was caused? She would have to produce evidence of that, and I wouldn't accept anything less than digital pictures at that date, time and location that can be verified as not forged (you can look at the creation date on the attributes of the file). Second, who touched who? Unless she has a witness, she could have parked too close to you herself after the fact. It's her word against yours. You can't stop her from making a fraudulent claim, but you can certainly dispute it if she does.
