How should I go about restoring/cleaning a used guitar?

I just bought an old "Silvertone" electric guitar, looks like a strat. Its in pretty good condition but it has a bit of rust on the screws in the pick guard, pickups, and tuners. The finish is a little scuffed up as well. Id prefer not to spend too much money because i only got it for $35, so I dont want to replace the pickups. What should I do to fix it up?
